CENVAT credit can be availed in the Reverse Charge Mechanism.

Assessee is not a service provider & he has liability to pay under Rcm than can he utilise the cenvat credit other than Rcm service availed?

No need to pay in cash, credit cannot be utlised to dicharge service tax liability under RCM.
