As far I know Cement in all states attracts the highest rate of VAT e.g. 12.5% in WB, please check rate schedule of the concerned state govt. in their website.
In VAT any item not specifically covered in any schedule attracts the highest VAT rate, e.g. in WB highest rates are covered in Schedule CA.
