Hello sir i need to know if a person is working as a employee in state or central government job,is he eligible to apply transfer to another desired place,if yes when and for which categories,

Yes he is allowed.
But this transfer is allowed subject to the rule of state or central government’s transfer policy along with the terms of your job. I think you should talk to your principle in this regard and forward a formal transfer request, if allowed.
