Query for Vat set off

We are contractor Registered under Mvat and wct Act (comosite scheme) Rate of vat charged is 8% and service tax @3.43%(33.33% of 10.30%)on net sales.
My query is whether we can avail 100% vat set off or is there any reduction. Same for the service tax.
