Whether we have to file quarterly tds return for first quarter of fy 2009-10 or not

Yes. You have to file quarterly return. All the old provisions in existence, as the new provisions has been defferred for indefinite period.

As per budget proposals, the existing provisions shall continue till 30.09.09.
