Is dealer under regular scheme (not under compound scheme)reselling goods liable to pay purchase tax?

You are meaning Purchase tax means VAT and it is yes but registered dealer can take the set off. This means when you pay for purchased the collection of tax on sales can be adjusted and net VAT is payable.
