PLease tell me whether Providend fund is applicable for the all state or not

It is applicable to all the states except J&K. J&K have Jammu and Kashmir Employees Provident Funds (and miscellaneous provisions) Act, 1961.

Yes it is applicable to all states, Rules for only J&K is different.
