Kindly give me clear procedure to register a new partnership firm.

JUST PREPARE PARTNERSHIP DEED ON REQUIRED STAMP PAPER (IN AP ITS RS.500/- STAMP PAPER) AND REGISTER THE PARTNERSHIP WITH REGISTRAR OF FIRMS.

Just prepare Partnership Deed on stamp paper as per stamp duty in pertaining State (like 1% stamp duty in Delhi) and then get register Partnership Deed with the Registrar of Firm in Form No.1. There is no time limit to get register Partnership Deed neighter necessory as per Law.
