Pre printed bill book

Is pre printed bill book a prequisite in vat rules. Cant we just print the bills in excel or is it necessary as per rules to have a pre printed bill book or use a billing software like Tally.

You can use both , excel as well as tally.
It is not necessary to print bill only on pre-printed bill , it can be printed on A4 Size paper also.
