SIR PLZ TELL ME TDS ON PAYMENT TO FORIGHEN CO. & WILL I DEDUCT SERCHARGE ON HIS AMOUNT ( MORE THAN 1 CRORE) TELL ME ALSO SERCHARGE RATE. 10% OR 7.5%

Yes if TDS is deducted under IT Act. No if TDS is deducted under DTAA. surcharge 2.5%
