Can anybody advice me whether there is any procedure (like intimation to be given to income tax department etc) to be followed for changing the person responsible for deduction of tax ?

The person responsible to deduct tax has been loaded with full responsibility.
As such there is no need to inform the department at any time about such person who will deduct tax.
