Can A CA Electronically Pay Income Tax or Any Other Tax of His Client from His Saving Account?

Yes. Not just a CA but anyone can pay tax of any other person too, by giving the PAN no & details of teh assessee in IT challan. Also, as for CA, he can do so in good faith but not a necessity for him. He should do it only when he is sure of its recovery from the client
