Whther A electricity bill in excess of Rs.20000 can be made in cash...It would be allowed or not and If yes & covered by Rule 6DD, Then under which Clause of Rule 6DD ?

if paid to a government run electricity distribution company, then 6dd wont apply...but for example NDPL, Tata power, reliance energy will get covered

sorry for my confusing use of words...it means 6DD disallowance wont apply on payment to govt run entity...so in your case it wont be disallowed
