whether commission can be paid to foreign nationals ,by an indian citizen for arranging the clients for export of goods. .

Yes. But payment to be made after deducting tax upon it.

Of course commission can be paid subject to tax deduction u/s.195

Yes commission can be paid to foreign person subject to the TDS and agreement regarding this.
