i want to make payment UNFCCC CDM registration fees to UNO at germany whether TDS will applicable or not If not under which section

In which section do you want to deduct ? If you deduct the TDS out of registration fees will they accept the payment ? may be by grossing up the income you can do the same but TDS will be deducted only on those incomes of Non Resident Indians (NRIs) which are liable to tax in India.
