Can a Pertnership firm & an Individual can jointly form a new partnership firm? & what are the issues arrise for optaining VAT, Service Tax, PAN, TAN, other Registration like PF, PT, ESIC Etc.

yes an individual, company or a firm can form a new partnership firm. the director of the company or the partner of the firm can operate the new firm as per the partnership deed.
Regarding PAN, TAN etc. registration u will need to fill the form and attach the copy of partnership deed with the form.
