Can a Part Time COP holder remain a partner (not doing any attest function) in a CA Firm and becoming an executive director in a private limited company?

Yes, that's Allowed.
A CA can do job as well as can be a partner in a partnership firm. He can apply for COP, however his status of COP will be part time and he is not allowed for certification or attestation function.
