Whether it is required to apply for changes in address in pancard if there is only change in address within same city for persons living in rented house again and again

it is not mandatory to Change Address for PAN card data Base , If you change Address correspondance will be Better for Department , Even though they take return file address and email ID for any intimation from Department.But you have any permanent Address you can update same in PAN data base.

It is always good to update PAN address whenever your address is changed. However changing address online on your incometax login portal and latest ITR also suffices the purpose.

sir one more question what if assessee applying for pancard lives in gujarat but have all proofs of rajasthan then in that case how he can give supporting proof for address ?

Yes, You Can register PAN in rajasthan address or you can take Affidavit from Gazetted Officer format.
