Is is compulsory for a housing co-operative society to get registered with the society registrar ?

As one of my clients, being a housing society have applied for PAN but it was rejected on the ground of registration number not provided.

22 October 2014 It has been formed by 'Agreement of Association of Persons' and the same has been attached as a proof while applying for PAN, PAN application form was accepted at NSDL center but now on checking the status of PAN it is showing discrepancy of 'not provided registration no.'

22 October 2014 A CHS is required to be registered with registrar and the registration certificate is compulsory.
