It is provsions of Income Tax that no TDS is required to be deducted from any payment to Goverement? My question is who is this Goverment? And also does Goverment has PAN Card issued to itself?

Since TDS is not required to be deducted, the issuance of PAN card to Govt.(State & Central) does not arise.
