We engaged one agency for security services.We are issuing cheque in favour of agency name, but they submitted propritor's PAN and stated that it is a Propritor ship firm so IT dept.will not allowed seperate PAN for agency.Whether we can issued TDS certificate in the name of propritor and payment in favour of agency name, and what is the rate of TDS
