Old month transportation charges can be paid in current mont

Pls provide your suggestions on following...

A company has taken the transportation service from GTA in the month of Sept 2017 and after completing the delivery of goods in the same month(Sept2017) . GTA submitted the GR to the company & asked to release the payment of freight in the month of Oct-2017. But the company denied releasing the freight payment claiming that the payment can't be released in next month as the services of transportation is completed in old month.

Therefore, I need to know that is it correct as per GST rule?? or there is any provision to make payment of such cases??

30 October 2017 You ll show it on Goods Received Date/Month.
Above said way it's received on Same month You can avail the ITC on same month if the invoices are the month

31 October 2017 Sir, Sorry. I didn't understand.
Invoice/GR generated in September and freight of delivery bill submitted in October.
Now, The company/Consignor is not releasing the payment as Delivery/Service Completed in September(In previous month) and the payment asked in October (Next Month).
As they saying, They cant make the payment of previous month invoice's Freight. as TDS of Old month invoice's Freight can't be deducted in next Month.

I dont have any idea about TDS deduction... So, Is it possible to clear the Old month Bill in Next Month or Not?? if Yes, Then pls address the process.
