Can any resident give payment to NRI ( not a relative ) in Dubai if yes, what will be the procedure will it be treated as a loan. or it can be a gift also. what will be the tax implications?

Yes..
To remmit any sum to foreign national you have to obtain certificate from a CA in Form 15CB and to fill 15CA and remmit this sum through RBI authorised bank.
