12 August 2013 if income is not taxable at all or below the basic limit then no need to file itr as per sec 139.

16 August 2013 No need of notification,,and ofcourse no such notification also

As said by Above expert Section 139(1) made liable assesse to file return

So if income of assesse before claiming chapter VI A deductions is less than basic exemption limit no need to file return..
