None receipt of refund due to mismatch the challan

01 November 2010 Sir,
I had deposited the challan as an advancetax of Rs.5,00,000/ but due to negligence of the bank staff my pan no. is quoted wrongly.In the Income tax deptt.website the challan shows in the wrongly pan no on the oltas site,but the assessing officer refuses to issue the refund.What can I do.Plese help me,if any section or clauses regarding this.
