Non receipt of registration letter

14 October 2014 I Applied for Conversion from IPCC to Direct entry on 27/8/2014...i still din't receive the registration letter without which i cannot proceed with registration of articleship......when will i receive the letter?
since if i dint register on 31/10/2014 i will not be eligible to write final exam on may 2017
