Non filing of TDS return

TDS has been deducted and paid in time to the Dept, but TDS quarterly return has not been filed...
can any one suggest me, How can i avoid the penalty?

File the returns now.
When the department iniates penalty - then check the delay in time and based on the delay you have to convince the department.
