is it compulsory to obtain NOC from previous Auditor in case of Tax Audit of a sole proprietorship business?

Yes. ICIAI Council has laid down guidelines in this regard. Please see pages 166 - 168 in code of Ethics, 2009 edition.

The expert is correct. Do not accept any audit before for obtaining the No objection Certificate from the previous auditor otherwise you may be liable for professional misconduct and if proved you might loose your Certificate of Practice.
