01 May 2015 Is this compulsory to file 'Declaration of non filing of TDS Return' ?
If yes, than It should be Yearly or Every quarterly.

01 May 2015 in my opinion, declaration of non filing of TDS return is not mandatory. However, to escape from notices from department of non filing the TDS return, you should file such declaration in each quarter.
