Is there any logic behind making such regulations for stopping articled assistants to take transfer during last year of training. If a student has came from outstation place and now wants to go back after giving exams, is he permitted to do so?

The New Rule of BAn on Tansfer has many irrational and illogical issue, this is one of them.
