Hello sir,
As per new notifiaction, for a salaried employee that"PAY THE ENTIRE TAX BY WAY OF DEDUCTION OF TAX AT SOURCE(TDS) AND OBTAIN A CERTIFICATE OF TAX DEDUCTION IN FORM NO.16"
here i want to ask that, assume my tax will be 23000/- and my tds is 25000/- .so i m eligible for REFUND of 2000/-...so for getting my refund i have to file return or not??

Undoubtedly correct. U have to file return and seek refund.
