New company formation

I have received a mail from MCA. It says "Keyword is a name of a city and not followed by business activity.(Please refer Regulation 17 of the Companies Regulation, 1956)."
Since I have applied for company name using foreign city name, has it violated any rule. What should be possible way to get the name approved.
