i have new business of manufacturing of trolly and selling to tractor manufacture. do i need vat registration in maharastra ?

BECAUSE IN FUTURE CAN ALSO EXPORT THE ITEMS RELATED YOUR FIELD AND ALSO NOTED THAT YOU CAN ALSO IMPORT TRACTOR PARTS .
PRESENTLY 2% INCENTIVE IS AVAILABLE BY DGFT :
