Is there any such notification or guidline that net profit ratio of a hospital or medical professional should be at least 20%

No, not at all....Who ever has said this must be saying this as a thumb rule. The simple proposition is that, professionals have always have a greater Net Profit ratio. In fact in many individual cases this ratio is as high as 60%
