My refund deposited in wrong account no.given in it return

Sir kindly plz guide me in such case
My refund is credited in wrong account no and same is given from income tax return.
I did talk regarding this with ITO officer but he said that refund can not be reissued in such case and he said that talk with wrong account holder person if he want to return you.
so whether we can reissued refund claiming that
1) Bank did not confirm PAN NO.with bank account no before transfer the Refund Amount.
2) In account no not match bank did not issued refund in paper mode
If reissue of refund not possible and no action is taken by income tax department in such case the it is the one of the way of making big fraud and any other person can give his no in my return for take benefit of my refund.
I think there should be positive action.

for Tax refund Your Name and account Number should Match. Otherwise you will not get credit.
