can minutes book of egm be amended???

Once prepared and signed by Chairman of the meeting, minutes cannot be amended especially when they are in the knowledge of any authority like ROC.
If possible share the objection of ROC.

Any alteration, other than grammatical or minor corrections, in the
Minutes as entered, should be made only by way of express approval
taken in the subsequent Meeting in which such Minutes are sought to
be altered.
Go through the point No. 7.10 of page 16 of the following link which secretarial standard of 2013.

The above reply was in regard to the Board Meeting.
In regard to the AGM and EGM Minutes,
Minutes, once entered in the Minutes Book, should not be
altered. However, minor errors may be corrected and
initialled by the Chairperson even after the Minutes have
been signed
