Can Minor below 10 years can pay income tax, he has take a PAN card, please explain me on this subject.

No his income will be clubbed with income of parents as per section 64

However if he minor with section 80U disability then income is taxable in his hands but tax will still be paid by gurdian

He can pay if he earn income due to his skill, talent.
Also if he is disable as per Sec 80U he can pay tax.
In both cases income will not be clubbed wiyh parents.
