Minor can pay income tax

Can Minor below 10 years can pay income tax, he has take a PAN card, please explain me on this subject.

06 June 2017 He can pay if he earn income due to his skill, talent. Also if he is disable as per Sec 80U he can pay tax. In both cases income will not be clubbed wiyh parents.
