Members of news agency taxability

12 February 2013 U/s 10(22B) any income of a News agency set up in India is exempt subject to collection and distribution of NEWS and does not distribute its income in any manner to its member's.

My question is, what members will get if this clause restrict to distribute any income to the members. why any one make investment in the NEWS agency if they get nothing....
I am not understanding this clause exactly please clarify me.
