Does Factory Licence fees comes under the head of manufacturing expense?

Its not manufacturing expense. It is not having any bearing on the manufacturing activity whether you pay Rs. 6000/ or Rs. 60000/-
.
It can be treated under Administrative Expense as this is a kind of Legal Fee.
