Can local cable operator register in GST regime if even below threshold limit

As per Section 25(3) of CGST Act A person, though not liable to be registered may get himself registered voluntarily, and all provisions of this Act, as are applicable to a registered person, shall apply to such person.
So, yes you can apply for registration even if your turnover is below threshold limit
