Llp form 11 filing

Hi,
We are new LLP incorporated recently. With form 11 filing due, I need to ask a couple of questions:
1) Is the DSC of one partner sufficient to file form 11 or do I need DSC of both partners?
2) Could you suggest me someone who could file form 11 for me in a very cost-effective manner? He/She must complete the needful reliably.
