please clarify regarding govt employee means in case of leave encashment.
PSU under state govt will be included in govt employee for claiming full exemption or not.(i e.UP power corporation under U P state govt)

No, they are not Govt Employees as per Govt Service Rules. They have been given certain previledges but NOT the status of Govt Employee per se.
