Late fee in case of delayed submission of transfer letter

07 October 2013 i have applied for transfer on medical grounds since 20.8.13 but is approved by principal on 02.10.13,then whether i have to pay late fine or not ?

DELAYED SUBMISSION OF FORM NO. 109
In case Form No.109 is not submitted to the Institute’s Office within 30 days from the date of transfer, the procedure laid down by the Council for condonation of delay in submission of forms will apply. Delay fees to be paid 30 days beyond specified period Rs. 100.
31–180 days beyond specified period Rs. 300
Beyond 181 days Rs. 1000
