Late fee for article ship

I have heard that there will be late fee for registration for articles until may30 if in any case we are unable to register for articles in time I.e by the end of April 30 so that attempt would not get delayed.Is it true.Please let me know.

hadnt heard anything like that yet... also no notification like that is seen
