if PAN jurisdiction in Dhamtari it is possible to solve my income tax case in bhilai jurisdiction
if no then can I change my PAN jurisdiction

You must change the PAN jurisdiction.
The Bhilai income tax ward will not accept your application, if it belongs to Dhamtari jurisdiction.
In case,if it accepted by tappal also, it will not be processed. Therefore,you must change the address in your pan card.
