29 March 2021 Yes, it can file ITR.

30 March 2021 SIR- If we filed, Will IT dept. issue scrutiny notice to us for non-payment of tds? Then, can we pay it and file the revised return?

30 March 2021 No, scrutiny notice will be issued in such a case.
Only notice from TDS ITO will be received.
No need for revised return.
