Plz let me know wheather non taxable return can be filed now for ass year 08-09? if yes whats the penalty imposed?

A penalty of rs 5000 may be imposed under section 271F if pelated return is submitted after the end of the A.Y

you can not file A.Y. 08-09 Return. you need to filed before 31st March'2010.
but you can file A.Y. 09-10 Return even Its time now for A.Y. 10-11 return filling.
