If your Input Tax Credit (ITC) for March 2020 isn't appearing in your GSTR2A and the deadline for claiming it has passed, you generally cannot obtain it. The supplier cannot issue a fresh invoice or cancel the original one now, as the time limits have expired. While claiming the credit and disputing it later might be an option for substantial amounts, it's not a guaranteed solution.

IF BILL OF MAR-1920 IS NOT REFLECTING IN GSTR2A AND TIME HAS BEEN LAPSED FOR AVAILING ITC AND NOW WE ARE IN MAR 2021, HOW CAN WE GET THAT ITC? CAN WE SAY THEM TO ISSUE FRESH INVOICE AND WE WILL NOT TAKE DEDUCTION OF PURCHASE VALUE IN INCOME TAX, ONLY CLAIM ITC OF THIS BILL?

No, the party cannot issue fresh invoice now. They have already issued invoice in FY 2019-20. The same sale cannot be cancelled now because the time limit to issue credit note have also passed. It won't be possible to take the claim of this ITC.
