Is ITC credit of gst available on purchase of motor car?

Yes but subject to some conditions.
1. The Motor car should be registered in the Name of the Business and payment must be made from Business Account.
2. The business should possess a valid GSTIN at the time of purchase.
3. The Motor Car should have been purchased to fulfill the objectives of the business concern.

Can you please explain me why a clarification is required for the same from the govt.?
This is a general concept, that you will get the input of all of your Service purchases which are in connection with providing of output services.
Don't we claim ITC on Postpaid Bills, Service Purchases, etc?

I am Assuming that it is for the purpose of Transportation of goods.
If otherwise, then not allowed.

ITC on purchase of Motor car or Two Wheeler is not available whether it is purchased in the name of company or used for business.
ITC is available if the motor vehicle is used for transportation of goods.
ITC is available if the motor vehicle is used for transportation of goods.
