Is it possible for a Ltd. Co to issue shares to a third party who has not paid any amount directly to company but paid to supplier who had supplied machinerirs to company?

Yes, Provided there is a contract in place giving out the facts and is signed by the supplier, third party and the company.

Also that you would have to file Form No. 3 in addition to Form No. 2 as the issue of shares is without consideration.
